A.    Call to Order

Vice-Chairman Schreiber called the meeting to order at 7:32 p.m.

D.    New Business

1.  File #W2003-22 – Application for a driveway crossing in the wetland area on property
    located on easterly side of Mason Road (Map 6, Lot 14, 10.06 acres).  Owner:  Eugene
    & Stephen Wasynczuk; Applicant:  Bruce Pittman (Received 5/12/03; No decision
     before 5/26/03; Public Hearing or Decision by 7/14/03.)

This application was tabled until the next meeting (June 9).

E.    Old Business

1.  TruckCenters of America (the Lessee) and George Giguere of Royce Properties (the
    Owner) of property located at 327 Ruby Road are in violation of the IWWC Act.

This matter was tabled until the next meeting.

2.  File #W2003-14 – Application for house lot with driveway and associated grading
     within 100’ of regulated area on property located at 117 Old Farms Road (Map 17,
    Lot #33A, 30+ acres).  Owner:  Sharon W. Dunston; applicant:  Robert W. McCall.
     (Received 3/10/2003; No decision before 4/14/2003; Decision by 5/12/03.)

Steve Klimkoski from Filip Associates said that Karl Acimovic reviewed this originally and asked for drainage work to be done.  A watershed analysis has been done.  Mr. Klimkoski said that initially 3 water bars were placed on the road.  He said there is no activity on Lot #1 since it is an existing lot.  He said the only review area is the construction of a driveway for Lot 2, which will stay 30 acres.   Mr. Klimkoski said that an existing wood path was originally picked for the driveway, but the currently proposed location has the best site line for Old Farms Road.  He said that there will not be a lot of trees removed except at the entrance, which we widened to 20 ft. for emergency vehicle access.  Mr. Klimkoski spoke of the vacated buildings that will be abandoned.  He said the pond across the street is quite large.  He said a few pipes go under the road, and that the culvert runs under the driveway and flows down to the northern boundary.  Mr. Klimkoski said that Karl’s two main concerns – drainage on the driveway to the town road and wetlands to the west – have been addressed.  He said the whole driveway will be pitched to shed water.  A hydraulic study has been done.

Schreiber said it looks like the issues have been addressed reasonably well.  Blessing commented that he would like to see a “real name and phone number” on the map.  Schreiber said that the driveway has to be constructed prior to any activity on the site.

3.  File #2003-19 – Application for a Single Family Dwelling in an upland area on
    property located at 46 Village Hill Road (Map 38, Lot 14, 1.4 acres).
    Owner/Applicant:  Richard and Donna Napolitano (Received 4/14/03; Decision by
     6/9/03.)

No one was present; application was tabled until June 9, 2003.

4.  Violation W#2003-01A – Village Hill Road Bridge Repair, Owner:  Town of
    Willington; Contractor:  PJF Construction; Gearoid Fitzgerald, 137 Somerset St.,
    West Hartford, CT.

Jones said that Karl Acimovic wrote a letter dated May 12, 2003 on this subject.  Dirrigl read the letter aloud.  Dirrigl said if curbing is not installed within the next few days, sedimentation and erosion controls should be installed.  Jones said that Yorgensen will convey our concerns.

G.    Approval of Minutes

H.    Staff Report and Discussion

Jones said they had heard from the Truck Stop and would like to hear from the DEP now.

Blessing commented that a lot of work has been done on the Village Hill Road bridge, but that it was not done well.  He said no topsoil has been added to the embankment, it is loaded with rocks, and grass may not grow, which would result in erosion.  Dirrigl asked if this was a violation of the plan, and Jones responded that he would look into this tomorrow with Yorgensen to see what plan called for.  Schreiber asked if there is a construction bond on this, and Jones replied there is.  Schreiber said we can authorize sending another letter to the selectmen to request a viable plan, and Jones made a note of this.
